Honestly, I think Keeper is less of a fool, and more a Jaded old hat. He's obviously been in intelligence a LONG time and has probably had to deal with a good number of stupid, mouth-breather sith lords who don't know what they're doing. He's so tired of it lol.

Having an IA who ended up philosophically aligning closer and closer with the the Sith Empire (and becoming disillusioned to other factions) made for a fun personal story. PS: the voice actor for Theovor Mindak is the same for Almec from TCW, but i'm sure you recognized his voice often in this game, he even voiced the Imp Diplomatic officer working on the planet Voss when you played the B.Hunter story.
