Hunger Games simulator: theory edition

I decided to have the last district be the evil one.
Any suggestions? Are there some people I should remove for the sake of more significant ones? Any crucial names that are missing?

The mix is a bit weird imo. James Lindsay would maybe be a better fit for the evil one than, say, Shapiro? Just to pick someone with at least some theoretical background.
