I feel like in that discussion with Mel before the council session, Noah should apologise, not meaning to imply that he just expected Mel to solve all his problems for him and maybe thank her again for always looking out for him.

At the beginning of Chapter 12, Noah checks "his phone" to see how long he and Rachel have been making love. However, Noah does not have a phone. His phone -- as is described several places in the story -- was taken from him when he was kidnapped by the Patriarchy, and he never got it back. Perhaps he borrowed Sam's phone for the night, or even he may be using Rachel's phone to check the time, but it's not his phone...
