The whole wiener thing is a matter of translation. In Japanese they are saying "Chinchin" which is a dog trick ("begging") but also slang for, well "Wiener". As the anime shorty showed visually Chika was actually talking about how Pesu only "begs" properly if there is food, and that without it he doesn't do it properly. But there is no proper way to translate that and keep the double meaning, so instead we have Chika suddenly talking about the wiener of her dog and everything that follows had to be adjusted to "Wiener".
