There are two things that are called Demon Lords in the world of Tensura. There are individuals who have evolved from a Demon Lord’s seed to a True Demon Lord like Rimuru or Milim and then there are the 10 Demon Lords, which is basically just a title that means you have been acknowledge as Demon Lord by the people and other Demon Lords. While the known True Demon Lords like Milim are also part of the 10 Demon Lords not all the 10 Demon Lords are True Demon Lords, for example Clayman, Frey and Carrion are still Seeds and haven’t actually evolved into True Demon Lords, they are just part of that group called the 10 Demon Lords.

Essentially True Dragons are only nominally related to the dragons of any type (you could see an Arch-type Air-attribute dragon in S1, and Rimuru nom'd it in 1 shot w/ Gluttony. It was obviously a non-sapient entity, as is the case w/ practically every non-True Dragon, barring some exceptions for the oldest and most evolved of the dragons, who might have some base level sapience like some of the sapient animal-type monsters have), so logically only True Dragons would be capable of breeding with other species. Also in case you didn't notice, that is most likely adult Ramiris (she looks the same as Ramiris, hair color etc wise, and has wings implying she's also a fairy). The size difference is crazy when you compare it to her current state, so that's likely what an adult fairy would look like, once Ramiris stops being a brat (she mentioned in S1 that she keeps her memories from prior incarnations, so she prolly respawns as a baby, then grows up over centuries/millennia/however long fairy lifespans are, then when she dies it resets etc. Kinda shame Treyni & sisters don't know she keeps her memories when she dies and is respawned)
