Because you probably shouldn't. That'd be a bit weird and probably unsanitary. But it'd be a little less weird if you were in the process of turning into a dog and just reciprocating. I mean, turning into a dog would still be weird, but diving in for a deep French kiss would be more socially acceptable. People would understand. "Ohhh, they're sucking face because they're both about to be dogs, just two dogs mooshing their leathery black lips together, tasting each others' dog breath, intertwining their floppy tongues. I'm cool with that now," is what all the people would say.
