Comparative to what is to come, this part is still fairly boring, but it is still important since this is all world building which is fairly important to have a meaningful story. Like you said, you got to meet most of the captains and you learned one did not attend due to being sick. You also saw that these meetings and changing the execution date is not a normal occurrence. Once you hit opening 2, thats when you know things are kicking off.
