"The Tower of Ascension" Java World Download

Hmm, I maybe it's because it's set up as a survival world. I usually press ESC to go to the menu, press "Open to LAN" and start a local multiplayer game. Choose yes to cheats. You don't need to add other players. This should let you press "t" to open the command bar. You can type /gamemode creative if you want to go into creative mode.
