Physical punishment -including the belt - wasn't banned in UK schools until 1986, although there were piecemeal regional bans beginning from the earlyish 80s. One of my earliest school memories is of being smacked at the front of the class and while it is entirely likely that Truss is exaggerating it's not impossible there's an element of truth. I can neither confirm nor deny that that kind of experience can change a person.
