To answer your questions/thoughts about IQ. You can sort of solve the mathematics behind the scores of the test to get things like: on average, an IQ of 145, is 1 in a 1000. An IQ of 160 is 1 in around 32,000, etc... You can work through for any IQ, or any group size. The point is, with 7.6 billion people alive, the smartest person "should" have an IQ of around 194.
All that being said, the highest IQ alive today are three people who all have IQs around 225-230 (At high scores, the test gives ranges instead of numbers). An IQ of 196, would put you tied for 6th place.
