Edarist Cardinals are the highest human authority of clergy in their city, and of the faith as a whole. While nominally of equal rank, those of the 6 greatest cities in the empire are referred to as Grand Cardinals. While hierarchically beneath the Sovereigns, they effectively wield absolute authority in religious matters.
