Runeterra suffered from the Rune Wars (wars caused by the original crystal runes in lore) and Heimerdinger (a yordle, magical race that supossedly people don't know isn't human,) was alive at the time to see the Ruin it brought. In lore, mages are people born with the power, however this is the start of Hextech, the crossover of science and magic, (giving magic power to the non magical)

Also, I think you missed the context when Silco is talking to Deckard in front of the giant fish. Silco says something to the effect that the people on the surface don't even know they exist. But I think in context its really whether he meant it or not talking about himself. Silco is a big fish and no one on the surface even knows he exists.
