2023-03-11 18:38:26 +0000 UTCThe Manga explained this better, but Nagant killed the head of the safety commission (the man she was talking to) and not her friend. The "killed another hero" thing was a cover story the government put out to hide the real story- that a hero rebelled against the safety commission.
