You're absolutely correct but I checked with Scott just in case the intent was that the character had an idiosyncratic way of talking which seems to be the case. Scott said "That is how Peggy talks. He has used that phrase multiple times." (I confess I either forgot or didn't notice myself! Sorry about that Scott!)
