You're right that Yoki was one of the guys on the wanted posters (nice observation by the way). As you've seen he has a bone to pick with Ed, which is unfortunately a chapter of the manga that Brotherhood decided to skip over since it was already covered in the original series and they wanted to catch up to the "new" stuff as soon as possible (speaking of which, this part is actually where Brotherhood and the original series diverge so it's all "new" content from here on). To summarize, Yoki was a corrupt military officer in charge of a small mining town and treated the miners horribly. Ed then basically scammed him out of the mining rights and gave them to the miners, after which an arrest warrant was put out for him for taking bribes, leading to him taking refuge among the Ishvalans.
