Eating Enhancers alone for instance doesn't mean that only Enhancers will be born. In fact, I don't think eating Nen users necessarily transfers Nen capabilities to all her kids. As Wing said ages ago, Nen is something that can be learned by anyone. Some simply have greater potential than others. I assume the Royal Guards are simply optimized (like the King), lots of nutrients devoted to them, all that time spent in their cocoons gestating, to produce the final awesome result that is a Royal Guard.
