Think back to Fate/Zero. It's entirely possible for a servant without a master to forge a new contract with another master, complete with a full set of command seals. And yes, anybody could be a master, but only a very powerful servant like Saber or a servant capable of aquirring mana on her own like caster, would be able to be effective, since a normal person wouldn't be able to transfer mana to their servant. (At least in the regular, familiy friendly way *cough*)

Mythology itself has many sources and endings so there isnt a concrete story. The fate universe also include their own stories as well(example: arthur was a girl pretending to a be a guy). but no heracles never met gilgamesh, not in mythology nor in the fate universe. what gil just meant was their battle will be legendary kind of deal. heracles is actually the original greek name for the hero, hercules was the roman counterpart but it was more popular among most cuz of the disney movie lol
