Saber couldn't dematerialize in Zero either. I can't recall if the reason is ever explained in UBW but it's not that relevant. Staying materialized costs a lot of mana so the most efficient way to save your mana is by having them stay dematerialized. Only the Assassin class can really use dematerializatino for surprise attacks though, as a decently competent mage and all servants can sense dematerialized servants apart from the aforementioned Assassin.
