Choe-gu san (that guy who made the delivery) has kinda indirectly been identified as a master hacker specializing in holograms in the previous episodes - he's the one who hacked the nightclub to turn all the holograms into talisman, he has a rig setup to detect a dominator in the building AND he cracked the hotel holo AND he hacked the holograms to allow makishima to speak through them to taunt the guy before his death....so ye I don't think just ANYONE can turn into a completely different person with the colthing holo but that guy is not "just anyone" Also voice changers are a thing nowadays so a real time voice changer in the not distant future seems possible to me.
