Former vigilante partner to Frank (aka Midnight), Chloe went by the name "Mercy." Part of a group of vigilantes who, after Frank's arrest, went underground. Desires to be recognized again, to be wanted by the city. Feels her life is meaningless as Chloe, fulfilled as "Mercy." Winds up betraying Frank and everything the vigilantes stood for.

Oversees NYC police department's 19th precinct. Back in the day was sympathetic to Frank/Midnight's vigilante tactics, was the one who captured Frank. Now oversees the release of Frank from prison to help bring down the new terrorist threat by - apparently - a former foe of Frank named Nyx. A leader. In charge. Respected.

Supporting Female (50 - 59)
Dedicated wife of Frank, supported his Midnight vigilante lifestyle back in 2000. Still loves Frank, though has moved on to a new husband. When Frank is released and helps the police out in the Red Tuesday terrorist plot, winds up being held hostage in the end to lure Frank into a trap. In the end, risks her own life to help Frank save the lives of many innocent people.
