To me, the images feel apocalyptic, as if the joker and the thief are anticipating the end of the world ("let us not talk falsely now/The hour is getting late.") I remember once reading something that said it was about the Crucifixion, and the joker and the thief were Jesus and one of the men crucified beside him, the cross being the "watchtower," but that interpretation doesn't add up to me.
