"Customary" would imply a cultural norm, which begs the question, what is the culture where you live? I've lived in so many places over the years, different countries, different states of the US, that I have absorbed norms from many different cultures. And now I live in a very culturally diverse melting pot of a region known as California and the trend to blend continues. But where I grew up in the Midwest of the US, I think that wearing a hat in the snow was more about the cold weather than the snow itself, now that I think back on it. So I get where miles is coming from here, why not an umbrella in the snow? Except that it would be extremely difficult to pack and hurl snowballs while trying to maintain an umbrella over your head!

For snow, it's customary to wear a hat or hood.
