The judge is the (human) leader of the Shadow of the Sun and knows Tyran is a member and KNOWS he's misused magic. Judge reveals this is the perfect opportunity to ensnare the accused into his clutches with no fuss or muss.
With the witnesses assembled he'll persuade the testimony until there's no question that Tyran is Wizard, leaving him to the Judge's mercy....
