To make up the fact that I didn't have an answer yesterday, I made this one pretty big. As I said, I was going to have fun with this answer, and I did!

So this design is Kittγ (gamma). Just in case, it’s the third redesign. Being the first tickle OC, she’s been through many designs.
Anyways this is Kitty having her ticklishness rested by... some tickle doctor who wears nothing but a lab coat, and underwear underneath. This character you can say is a precursor to Ruth. I scrapped her, but I did want the inventing tickler type. So Ruth was eventually designed to fill that role!

My VA has finalized her lines, and I'm in the process of putting it all together.
The visuals aren't final, the audio placement isn't final, I still need to add SFX and adjust the volume at points. But for now, a rough placement of the lines.

To answer, Penny was inspired from using her kittens to tickle Kitty's ticklish titties.
Best part is that while her kittens are tickling her customers, Penny can do something else. Like preparing other tools, massaging another part of the body, or just tickling another spot. Usually Penny just takes a mini break and enjoys the show.

Back then when I was a fan of One Piece, I used to do a lot of tickle art with Nami. Actually, drawing her being tickled is what eventually got me to make my own characters after I got tired of One Piece and just didn’t like Nami anymore.
I have a good amount of doodles of Nami being tickled... mostly in her large boobies. But I threw away a lot of my first ones. Don’t know if I made a mistake or not.
