Warusaki3 / 悪咲3号 is a MUGEN Author who create authentic CVS characters
his work is only for WinMUGEN. here is a guide you can follow to make the power bar auto adapt widescreen or narrow screen. and turn on or off AI as a modern 1.1 character.
After patch character will become Mugen 1.1 only

Can anyone share who originally made this stage? from info inside it was ripped by DonRamon but I'm not sure DonRamon is the author or not.

Mugen 1.1b Patch for Ikaruga's Rugal
Ikaruga make authentic KOF characters but his work crash mugen 1.1b
here is my patch for his new updated Rugal.
Fix All files converted to UTF-8
no garbled characters anymore.
Fixed Air file, no more crush mugen 1.1b
Fixed HUD/power bar, auto adapte 16:9 or 4:3 stage.
Fixed AI activate mothed by using modern AILevel.(can turn on/off on demand)

This is a MUGEN 1.1b character require OpenGL to fuction with 16:9 4:3 auto adapte.
So Please make sure your have stagefit = 1 and KeepAspect = 1 in your mugen.cfg file.
