Cute ecchi is more tame, it has an undertone of ecchi-ness (is that even a word? lol) however for the most part it's pretty normal.
Risque ecchi is pushing the boundaries a bit and generally has a stronger and more suggestive undertone.

Hello Patrons,
With the artwork mostly completed for EE, we've been reviewing existing assets to add polish and improve where possible. I'd like to present to you what our proposed update is for the Kira Cat Ears CG!
What we did is make her facial structure more striking, add more color to her cheeks, updated the hair for more contrast and exoticized her eyes to be sharper.

Along with the same word count of two episodes (almost 70k compared to E1 which was 32k), there is somewhere around 2000 voiced lines to normalize and process.
