Percy is going nuts. The drugs in his system are making him wild. His speech is reverted to his toddler years while his hormones shoot through the roof. Kag couldn't handle him and the other new bears (Originally from the comic Daddy Bear) hear about it while getting fucked in Cell Block B.

The Drug Guy

His name is Mart, and he is in jail for his science. They call him "The Mad Blue" because he created a blue pill that made people feel like they were losing their minds.

With all of the new prisoners, the guards have not been watching him as closely and he is taking advantage of it by making a hormone pill that makes the user more agreeable to suggestion.
