Tiers and rewards update
Currently thinking about adjusting things a little bit- this includes adding the vote power to 1$ tier, merging tiers 3$ and 7$ together in a 5$ tier, so it will cover both art and animation WIPs at once, and moving stream warmup sketch reward from 7$ tier to 15$ tier.
