Because walking around in your black under suit is a indecency offense and should be punished harshly! These suits are basically seen as underwear and need to be covered up at with either another suit, or have private parts covered. Wearing these suits is obligatory by the Dominion due to potential skin penetrating pollutants on terraformed planets and/or space stations.
