Then let the fight with Ryu drag on until there are 10 seconds left, all without getting hit, and without outright defeating him. Lastly, allow Ryu to hit chun-li in the stomach once, and it will unlock this secret totally-real move by pressing "Quarter Circle forward, Quarter Circle Forward," and stepping on the nearest duck.
