I am currently working on making a female tiger character and I would love some inspiration. The only other tiger I could think of was Master Tigress from Kung Fu Panda. :S

The dark spots on her legs are part of a multiply layer that serves as a shadow layer. I usually add the shadows very late in the process when I have already visually cropped the piece. This means...

It looks like The Zootopia City Police Department uniforms are less durable than Judy thought. :S

I was also thinking of adding a little narrative frame that shows an apprehended rascal, maybe a raccoon or a wolf, with parts of Judy's pants hanging out of his mouth.
