In the history of the patreon a champion has never jumped 3 tiers in 1 patch, but riot games managed to do it with reksai. So hear me out:
Reksai was a+ to S tier with prowlers, they removed prowler and nerfed youmoos so she was A tier, now they buffed her, her bruiser items are buffed ( stride, triforce both buffed ) so shes S+.

Changes to azir makes him a better toplaner, could see it scale for free and work vs tanks, but then again why would u play azir top and lose lane early just to win later when you could be gwen for example. None the less, added to list.
Some people are playing reksai top, but no clue how that can lane vs human player that knows what reksai does, but its winrate is good.... i refuse to add it to list for now tho but you can try it if u want XD

i wanted to be able to judge rell before i made the tierlist but i cant rlly, i havent played her nor played against her, my mind tells me shes weaker in burst, slightly better kit overall, so same tier. btu time will truly tell. ( this is after the hotfix buff )
Ivern added to list, good with champs that use his bushes or shields well, like caitlyn, jinx type of champs ( long range adcs will use his shield well in fights.
Next patch will change couple things, like milio getting...

Not sold on kalista yet
Aphelios jinx remains same tier, the nerf is bigger than it seems but they arent op anyways, aphelios > jinx tho
Lucian has another build he can consider now, kraken navori. both items are buffed, this is a more sustained dps build compared to oneshotting, better with lucian milio probably and worse with nami.
zeri is op with yuumi, not without yuumi imo, triforce is OP tho, up a tier.

TF buffs are big, up a tier, AD build is good too with the new item changes and buffs to triforce, check my twitter for more info.
W max azir seems to be a legit thing right now, i moved him up a tier, but very possible he is S tier, not sure.

13.10 SOLOQ TOP TIERLIST
Top changed the least this patch but theres some things to keep in mind:
Triforce got a quite big buff, i dont think its so simple tho since the sustain you get from sunderer is really nice, and its not actually bad vs tanks like they wanted to make it, its very little damage difference, especially in early game.
Camille triforce not bad, fiora jax some games too, fiora doesnt like the attackspeed that much but still should be a fine item i think some games.

Youmoos is strong, this benefits Rengar, Khazix Graves, just to name a few.
Added god carry tier for this patch specifically for rengar and kha.
Eve up a tier but ban rengar, she is better cus people are spamming enchanter supports is my theory ( her winrate jumped, but none of the item changes matter that much ( 5 percent buff to raba isnt massive cus its lategameitem )

Evenshroud buff is very big tbh and is good on solo laners and jglers too, not just support.
Mandate good on nami, maybe karma.
Echoes works on font of life so picks like ashe can use it, not just enchanters

Sona up a tier, very good for her that support items are better as her pure value as a champ is to buy op items and spread it to her teammates, close to s+.
Annie down a tier, less good than the other enchanters imo, fine in pro play due...

Youmoos is op, so alot of AD assassins gets boosted by this.
Talon up a tier, buffs prior + now youmoos being so op is perfect for him, its the perfect item for talon to be op, people playing encahnter supports makes it easy for him to snowball too.
Trynda is a questionmark for me cus im not sure about his new items, maybe you can go stridebreaker and mroe tanky approach, or maybe you just same build but with galeforce as mythic, im not sure so take his rati...

Youmoos is op , too much damage for the utility it gives, but riot will nerf it, but for now, the most OP adcs are the champions that use youmoos. MF Varusf or example
Removal of shieldbow as a mythic and nerfs to its tankiness ( less shield + no more hp from mythic passive ) means onhit champions are more squishy, kogmaw can easier build HP and tanky items than other onhit champs like kalista ( due to his dmg numbers in kit ) so he isnt so squishy, but the other on hit champions...

Amumu up a tier, basically removed the demonic embrace nerfs they did but gavee him base damage instead.
trundle change matters mainly for top imo
lichbane change is good for nidalee lichbane first item, thats about it, some champs like ekko will like it some games but not enough for them to get rlly better, only nida gets actually better cuss its a real firsst item on her in soloq.
