Aatrox is quite good in good matchups, but i wont move him up yet, maybe in next patch or patch after that, he is S tier tho some games now.
Shen and Mundo moved down a tier since they struggle to keep up with the hullbreaker champs. Sion moved up, best tank with hullbreaker atm.

renata is cool champ, very strong vs carries like tryndamere master yi, but not the most insane release i think, not on tierlist yet
amumu buff is nice for botlane.
blitz change does nothing
Nami buff is welcome, but she is still too situational to be s+, too good with certain champs like lucian and too useless with others compared to other champs like Jinx.

12.4 Soloq Botlane Tierlist
Ashe buffs dont matter, her strengths and weakness are the same. okay laner, good picks but hard to carry on.
3 extra armor on kalista is huge, she uses armor the best probably out of any adc due to how she plays lane.
lucian buff doesnt matter enough to make him go up a tier
neeko added to botlane tierlist, i think she is okay, for sure playable, better with setup supports like naut.
this isnt in the tier list but i think rumble senna botlane could be good combo, ...

Amumu change is better for mid amumu than jg xD
Nunu still has great ganks, but is more vulnerable when counterganked, diving and getting invaded. His sustain scaling was pretty scaling, and thats taken quite a hit. Usually changes like this that doesnt change identity of a strong champ doesnt make me move them down, but this is such a big nerf to his Q i can see many coutnerganks etc making him die now.
Qiyana nerf is whatever but thats not why she is moved down, i think ...

Qiyana nerfs is welcome but doesnt change the issues of her kit like perma stealth or obnoxious DMG and fog of war play. so still a fine champ.
huge rumble mid buffs, even in range matchups he takes alot of auto attacks.
Veigar nerfs matters alot vs assassins like zed qiyana cus cage cd and armor nerf hurts alot there, but vs mages it dont matter
Neeko is a very strong lane bully in some matchups but the removal of glacial augment build made her alot weaker, its a nice ch...

12.3 SOLOQ SUPPORT TIERLIST
Im gonna explain blitzcrank rating quickly since its been a while since i did last time.
Janna Sona, Nami type of champs are played alot, blitz is great vs this and he also roams well. can easily win games just through being patient with hooks.
Nami change hurts her snowball potential but she isnt S+ on my list anyways so not enough to go down a tier.
Assuming you are fasting senna is S+, if you are just a support senna with a normal adc you are high A+.

Senna ADC is nerfed , but senna fasting is still OP
Cait laning phase is not really changed, she is just weaker outside of it mainly. but at that point she should either be ahead by alot or useless anyways.
Zeri is between s+ and S, imo stronger in solo lane tho.

Akshan nerf matters more for top than mid, but still a strong pick and safe blind, strong sidelaner and roamer, good to get prio with. similar to graves.
Quinn is still a counterpick, but she is veryyy strong now in right matchups like renekton, avoid malphite singed mundo. she is alot stronger cus of BoTRK Buff, W buff, R buff. she is very slept on, Blade into kraken slayer build path.

Amumu already disliked being vs enchanters keeping their team alive and buying mikaels, but now he also is squishier ;_;
Early fights will be better for lillia, later doesnt matter, she also has some good matchups atm like hecarim, gwen udyr etc, not S+ but dont sleep on her ( HAHA )
