Lillia nerf is quite big but champ is still strong in other aspects like clearing, counterjgling, skirmishes, just means u have to be a little bit more careful with wasting ult before drakes etc.
Hecarim nerf is really big IMO, spamable spell and should nerf the tank build really hard.
Karthus nerfed again, and his dueling is nerfed too + ravenous hunter = rip for karthus so he is even more vulnerable to invades from xin zhao kindred nidalee etc.

Stridebreaker changes helps champs that needs the active to get in range for plays ( mega gnar )
Manamune change is rlly interesting for jayce, serpent fang gives jayce a nice way to deal with shield comps too so putting him up a tier.
Gragas change doesnt do anything rlly, for range matchups he cant Q as often thats rlly it.
Karma added to list, serpent fang change nerfs her a bit but shes a really good laner atm.

Manamune change is interesting, so im making an exciting change with varus and putting him very high, i think he will like this change and serpent fang buff, and guinsoos buff helps on hit varus too.
Karma added to list.
Sivir (lethality) build is buffed with manamune change, so put it up a tier.
Tristana lots of good matchups, put her up a tier.
Ezreal doesnt get stronger or weaker from manamune change

Rell s+ still really fking disgusting op champ
Karma buffs are nice, best enchanter atm for soloq IMO, seraphine is still fine but nerfed a bit hard.
Gragas nerfs doesnt do much for support
Added Morgana and Blitzcrank, morgana isnt a bad champ as a counter, but without countering shes useless, so pick her with caution.

Same Tiers as last patch but some picks got buffed / nerfed
Talon is really strong!! Manamune change is big for him, same for serpent fang.
Sejuani buffs helps picks like talon, irelia etc.
Seraphine good in mid still
Azir nerfed, but i had him quite low anyways, always been bad champ for soloq.
Karma mid is okay, but not gonna put it on the list its cringe pick but you can play it if u want lol
Ahri mid is also starting to become a thing cus she can get ...
