Syndra finally dropping, the combined nerfs especially the Q damage nerf has hurt her quite hard, the mana nerf didnt rlly matter for midlane. That being said, she is still really strong and better than zoe or other mages, but she isnt like s+ tier as before.
Leblanc is very happy, hard matchup like syndra has been hit, spellbook has been hit, tf got hit. alot of her matchups are easier to play now.
Karma drops a tier, huge nerfs.

Big patch with lots of small changes.
Neeko up to a+, good buff and good vs GP, Ryze, Kennen etc.
Darius Tryndamere still fine, the nimbus nerf is mainly hitting smite and hexflash because of the low movespeed it gives, 30% is still big for flash.
jax removed from counters and up to S, he is rlly fine in alot of matchups, his utility got buffed alot by the E change too. Rlly good vs camille, wukong who are quite popular in this meta, can beat renekton too.

Shen is fking broken, passive extremely overtuned and very good in soloq now because of his ultimate and pick potential. some hard matchups as aatrox and gangplank do exist though.
Irelia buffs helps her a lot in later stages sidelaning vs some of her counters like fiora and jax.
Fiddle is pretty bad now in solo lanes.
Skarner added to the list, i believe top skarner to be a decent pick after the changes made to him.

Aphelios going down to a+, this champion was already quite hard to play and to play in soloq as your teammates dont fully understand when to fight as you can have some bad weapon combos at time and people will still fight.
Caitlyn going up a tier, might even jump another one, not sure yet but buffing ad and movespeed on a champ like her can be quite big.

skarner up to a + i guesssss even tho his changes is mainly for lane, his E change is nice for ganks too.
on the picture skarner says A, but i just used last patch tier list cus no changes made.

Yuumi goes up a tier again, her passive buffs are nice + the fact that her support item got buffed too shes in a good state.
Shen buffs makes him go up a tier.

Spellbook nerfs are quite big, will hurt zoe especially, but since she still has aery or electrocute im not putting her down a tier.
TF nerfs + spellbook nerfs is so big for this champ... rip..
leblanc benefits alot from spellbook being nerfed as less summs = more kill potential and assassins in general benefit from this. also tf nerfs helps leblanc in that matchup a lot.
Fiddlesticks falling down a tier because of the nerf to his W on minions.
