Actually Yuri is just faking distress before the camera thanks to her years as an underwater stunt double. It will be quite a while until her trained lungs will start to feel any real pain, so she needs to make sure she puts on a serious face for the audience . :-)

Rationing is fairly common in all levels and ranks of the Atoll due to scarcity of food resources. That means everyone can stay lean but things could quickly turn sour n a storm, war, or blockade when calories intakes drop...
