Not so sure. But you might need these DLCs for her "Tracer Outfit". I don't use DLCs in my sims. That's why I think that the cc maker may used the DLC's mesh to create her outfit. If you don't have all of the DLCs, its still not a problem. You can replace them with other clothes.
