Requests and commissions are done in the order they are put in. I have multiple members on the tiers they are offered on. If you cannot wait until the time frame allotted, I would suggest only making outside commissions. I have until 3 days before your membership renews or expires to get you your sims. Adding a whole new tier pretty much starting fresh and limiting the number of members able to join. And lowering the price of Tier 3. Pretty much just letting people keep some of the major benefits tier 3 offers.

So, this is a one solution I have come up with.
Tier 3 will either have a rotation on limited/exclusive sims each month. For example, I will release so many per month and give each sim a limited amount of who can have access each month then the following month you will receive another and so on. I will make it fair as in a first come first serve basics.
