And Hope even have a reputation, and not entirely because her sexy antics. You can say she's always trying to stick it to THE MAN (or woman) and don't want to be controlled in any way. It drives everyone at Dispatch crazy.

Hope is the eldest and still shes the one that gets Joy in trouble.
Remember Violet? Shes the one in charge of managing Boothbay Cell. And if there's one thing she hates is people not following regulations.
In short, Joy was not supposed to get the Comm yet, as it requires propper clearance and a lot more bureaucracy and multiple levels of security, which Hope finds oppresive.
