Sure, they learned their lesson from the first chapter about consent, but they still like to also push their luck if they think the other will enjoy it. Maybe not the most mature behavior, but I'm guessing Millie is reasoning that she's being upfront with Loona and if Loona dislikes it, she can simply delete the images.
Oh, and at least SOMETHING good came from that weird camp episode.
