VARs for both Decal and No Decal are in the Welcome Message - Newest Folder.
Go to your Membership Tab and click on Welcome Message.

Quick update. I'm developing a new touch system and its coming along pretty great. It takes me way way back to the beginning but I have refined it completely. Here is an in-game test video i just shot (below).
