Blender has transitioned from 3.6 to 4.0 today and with it has made a pretty interesting change from "bone layers" to "bone collections"
Models still work 100% so there is nothing to worry about, however, now in order to still use the bone layers in 4.0, one must redirect to "Bone Collections" this time, which are located in:

The eye icon will hide/show the bones you want to see in ...
