The CPD standard Combat Ranks are in disarray
Caterina agreed to the withdrawal much to the dismay of her loyal Combat Units.

if you are familiar with Mallera Deep you know that it was quite a substantial Operation.
Lani was a newly appointed commander at the time
Jayda needed a Comms routing point because as her forces descended deeper into Mallera the communications broke down Leaving units unguided and vulnerable to being taken out. Which under the circumstances, was not ideal
Lani was tasked with setting up a comms nest with combat management staff to take over the operation

Shadow Sector is acting on orders from the Mistress.
Her attempt to Kull them down to save money is evil however in the sense that people like Vanessa, Lani, Phaedra may be able to raise an army of their own if she was just to make the majority of her forces redundant.
The number of trained, seasoned experienced combatants that could flood into serve another "Mistress" such as Vanessa or Lani poses such a threat to the Future of the Mistresses operations.
