Because outer web patrol units only really raise alarms, or act as Canary in the coal mine they typically get taken out with a loss of gear too.

SO rather than have expensive rifles be lost along with worthless combat units, they opt just to issue them with a side arm.

The experienced, well drilled sentry however receives a shot from an enemy unit who is attempting a silent elimination.&...
