Nah, Haki or no a gas logia is not easy to deal with, because touching him is one thing, but literally clearing the air from the room is a very high challenge to contend with. Bear in mind that Ceasar probably hasn't trained very much, if he was any better with his fruit he could expand the area to the point where anything within eyesight has not oxygen, then consider that he could also simply REPLACE the oxygen with something toxic like carbon monoxide and any fighter should have at most a few minutes to be able to fight a slippery, flying gas logia while holding their breath completely. And during that time, he could easily just turn invisible, he's made out of gas, and hide in the cracks on the ground. He's actually not very battle savvy when it comes to his fruit but his fruit is no joke and even Luffy at this point makes sense to struggle with it, specially the first time when he's going in blind.

The downside is that Luffy acts in Punk Hazard like he's arrived at a summer camp where he's reunited with friends he met last year (Law and Smoker). He jokes, he laughs, he runs, he jumps, he plays with Caesar Clown and he takes a long time to get his fingers out of his ass. It slows the arc down considerably. Luffy often loses one or two battles before winning the war, but usually that's because he's facing formidable enemies (Arlong, Crocodile, Eneru, Lucci or Moria). This time, it's just because he's too busy clowning around. Too excited about having an adventure in the New World. Gas Gas Fruit or not, Luffy shouldn't have that much trouble overpowering Caesar.
