But I believe people who have trained in using haki are more able to perceive when someone is using Haki and how, so THEY would be able to notice luffy concentrating his haki around his arm. So the black colouring is both for our benefit and also to represent what others with haki (who are more common in the new world) are sensing. At least that's how I understand it, I don't think any character has ever said "his arm turned black" or anything like that. It may be that with strong enough application it can possibly affect the actual colour of something, but in general use I believe the colour we see is more representative
