What’re you talking about? Thats not breeding hatred, thats doing what’s right. Hordy should have been sentenced to death. You know why Alexander the Great was called great? Because he was wise, extremely wise, you know what wisdom is? It’s knowing what’s the right thing to do in a situation, that’s the difference between wisdom and knowledge, you can have knowledge but do you know what you should do? Alexander always followed reason, he cuts evil from the stem, he knows how to judge, if someone deserved death he kills him immediately and continues his path. Thats why people like him will never be forgotten for ever. These days they say “it’s complicated” and “look at this perspective” and “we don’t have enough perspectives and opinions on this”, and it’s not complicated at all, they make something clear take years and in the end the punishment doesn’t even do justice, it’s already corrupt from the top. Why are you giving in on bullcrap like this? They didn’t want to kill Hordy, and he was really about to kill the queen’s family, and hundreds of thousands of fishmen, she wasn’t wise at all. If Luffy wasn’t there he would’ve killed them all and they still say it’s complicated?

Also remember how Rayleigh told Luffy right before the timeskip not to use his conqueror's haki before he could control it because he would intimidate innocent people around as well. Maybe he put a range on it to not knock out the innocent fish people or maybe to not deplete himself too much before fighting Hordy. I wonder how many more he could have knocked out.
