I think it's because most citizen's only experience of actual humans have been the bad ones, and Jimbei wants to avoid the citizens seeing just another human criminal killing fishmen randomly (as well as all the other stuff the straw hats have already been accused of, such as kidnapping the mermaids) It would be one thing if the citizens were asking for their help, but at the moment even the ones that want to relocate are still very wary of humans and it has caused a very delicate situation, Jimbei wants to resolve things himself so that he can avoid any misunderstandings and then maybe smooth things over afterwards. But yeah, it's a hard ask, the crew is being publicly targetted already and the people are afraid of Hordy. But also, remember they are almost just as afraid of Luffy because Sharly profesized that he would destroy the whole island, so seeing luffy beat hordy might just seem to the people like one evil human killing an evil fishmen but just because all humans like killing fishmen as usual
