I really have to reiterate, it is NOT her dream, it is all their dream. Even Arlong would go to the surface as a child and dream about living up there with all the lights, Jimbei explained that. They're not going to vote to drastically change their whole lives just to follow along. Remember, not long ago they were all perfectly happy to rescind their signatures and go agains the queen, so nothing in the plot has established the fishmen as weak-willed people that would just follow along with the queen's dream even though they don't share it..

It's just that their dream seemed unrealistic, but she finally made it seem possible. They're not so weak-minded as a people that they would all agree with something that they don't actually like just to appease 1 person

There's only 3 routes to and from the new world: 1 - through Marijoa (where the world nobles live) 2 - through the calm belt 3 - through fishman island 1 is only available to the world nobles and close allies 2 is incredibly dangerous, only recently developed navy ships have special tech to make it feasible 3 is the main route that every single pirate in the world takes, and most of those pirates are evil people that would gladly sell them into slavely on the way through fishman island. They got incredibly lucky that whitebeard was a good pirate who was strong enough to protect them (they did say that their worst period in memory was after Roger started the pirate era, not because of anything the World nobles did) But whitebeard's help is over now, who knows what Big Mom is asking in return for her help, we can't assume she is as nice as Whitebeard, way more than 50% of pirates are not actually good. And even her help is not going to last forever, so how do you guarantee the safety of your people by just hunkering down in this one tiny city where all the pirates go through all the time?

And to his credit; Oda did a decent job with representing them: MLK was all for anti-violence and wanted peace through integration, whereas Malcolm X was anti-anti-violence (he wasn't "pro-violence" per se, but he did advocate for using force against people that hurt you) and was more about peace through separation of the races. Both men were also active at the same time in history, and both of them also openly respected each other even though they strongly disagreed with the others methods, since they understood that at the end of the day they both wanted the same thing; an end to racial discrimination. Extra clarification; the document Otohime came back with had the seal of the World Nobles on it. That is not a symbol the World Government is allowed to use, only the Celestial Dragons themselves have that ability. Meaning that whatever she did; it involved having a Celestial Dragon personally giving that symbol. I will let you theorise about how she could've done that on your own time lol. (Also; you have some of the craziest stories I've heard lol. I wish my life was even half as interesting as yours my dude XD)
