We're talking about a universe in which a human being can achieve superhuman strength through hard training. This is the case for Ace and Luffy, and from a very young age. Ace didn't encounter the Sea Monster because he left the Goa Kingdom from Mount Corvo, while Luffy left it from the Windmill Village (where the creature can venture). But even if Ace had met the monster, he would have destroyed it. Devil Fruit or not, Ace was stronger than Luffy. Don't forget that guys like Zoro and Sanji beat up Sea Kings 24/7. Garp at his prime was one of the top 5 most powerful characters in the One Piece universe, yet he never ate a Devil Fruit. As for the relationship between the World Government and Garp, you're wrong when you say they like him. I'd say they take advantage of his notoriety among the people. He's considered the hero of the Marines, so he enjoys a kind of immunity. He's the kind of Marine who takes his ship whenever he wants to do whatever he wants. That's why I said that not helping Ace was a difficult but well-considered choice for him, lol. The moment when we see Luffy and Ace seven years later makes me happy every time. About departing at 17, I think in the last episode or so it is stated that Sabo wanted to depart at that age because he would be considered a full noble when he turns 18, so he wanted to leave before that. And all of them decides to leave to sea at 17.
